City Centre Lifts Explained: Permits & Planning

Crane Hire to lift statue in Northampton

Busy streets, tight access, live traffic and strict time windows make city centre lifting very different from work on open sites. This guide sets out how we plan and deliver urban crane hire safely and efficiently, covering permits, planning, people and practicalities. If you are preparing a project in a town or city, this will help you understand what to expect and what we need from you to get it right first time.

Hire only or contract lift?

Under BS 7121 there are two routes.

Hire only means you hire the crane and operator, and you take responsibility for the planning. You provide the Appointed Person, lift plan, supervision, and all information about the load and site. This suits organisations with in house lifting competence.

Contract lift means we take on the planning and most of the responsibility. We supply the Appointed Person, the lift plan and method, the Crane Supervisor and Slinger or Signaller, and we arrange the right crane and tackle. In a city environment where permits, neighbours and programme pressures are involved, a contract lift is usually the most straightforward and compliant choice.

Early survey and feasibility

A good lift starts with good information. We carry out a site survey and desktop checks to confirm:

  • Access routes and turning space for delivery vehicles and the crane

  • Overhead restrictions such as tram or trolley wires, signage, balconies and trees

  • Ground bearing capacity, including any cellars, tunnels or utility corridors beneath the set up area

  • Required radius and height against local obstructions, with confirmation photos and drawings

From here we can propose the right crane configuration and the safest set up position.

Permits and permissions

Urban work often needs multiple approvals. Typical requirements include:

  • Parking bay suspensions or temporary road closures supported by a traffic management plan

  • A mobile crane licence to stand on the highway where required by the local authority

  • Footway closures and pedestrian diversions with appropriate signage

  • Oversailing permission if a boom or load could pass over third party land

Lead times vary by council. On many projects we coordinate the applications and provide the drawings and method statements that support approvals. Planning early avoids last minute compromises.

Traffic & pedestrian management

Keeping people and traffic moving safely is essential. We design protection zones and routes using compliant barriers and signage. Where the street is sensitive, we schedule works at night or at weekends to minimise disruption, and we coordinate with bus operators, taxi ranks, delivery bays and emergency access. On the day, banksmen and marshals manage crossings and maintain clear communication with the lift team.

Ground conditions and outrigger loads

Crane stability relies on the ground beneath it. In town centres that can be more complex than it looks. We calculate outrigger loads and specify mats or steel plates to spread them safely.

Lift Planning

Every urban lift is planned to BS 7121. Your plan will identify:

  • The Appointed Person, Crane Supervisor, Slinger or Signaller and Operator, with clear lines of communication

  • The method statement and risk assessment, including rigging details and exclusion zones

  • Weather limits for wind and lightning, and how we will monitor conditions in real time

  • A rescue plan and arrangements for public protection

We brief the team before work starts and record any changes on the day.

Choosing the right crane and tackle

City work often benefits from compact machines that deliver high capacity in a small footprint. Options include city cranes, all terrain cranes, mobile tower cranes and spider cranes for courtyards or internal atria. For loads such as glazing, plant skids and cladding we select the correct spreader beams, frames, vacuum lifters and clamps to protect the product and the façade. Where emissions and noise are a concern, we specify low emission plant and considerate set up.

Programme and logistics

Urban lifts succeed when everything arrives exactly when it is needed. We align deliveries , organise holding areas where possible, and maintain contact with neighbours and site managers, with exclusion zones set. We always build contingency into the programme for weather or unexpected access issues wherever possible, so that your wider works can be protected.

Environmental and community care

A neat site builds goodwill. We protect the ground we set up on with appropriate mats and plates and recommend advance notifications to residents and businesses to reduce friction and help the day run smoothly.

What we need for a fast and accurate quote

We will always carry out a site survey of course but a little information goes a long way to assist in an initial quote. Send us:

  • The site address and postcode, plus a few clear photos of the street and set down area for the load.

  • Pictures of the load if applicable with load weight, dimensions and centre of gravity if known.

  • Preferred dates and any known restrictions such as bus lanes, red routes, events or quiet hours

  • Any known ground constraints like cellars or man hole covers and drainage.

If you do not have all of this yet, send what you have and we will guide you and as stated, we will always carry out a site survey prior to formalising any indicative quote given.

On the day

Our team arrives on time and briefs everyone on the plan. We rig the crane, confirm communications, complete a test lift where appropriate, and proceed in a controlled manner. Weather is monitored throughout. When the work is complete we de rig, remove traffic management, and reinstate the street promptly.
